Richard Hulse was the second son of Sir Edward Hulse, 1st Bart, Physician to King George II. He was a Justice of the Peace and held the office of High Sheriff of Kent in 1768. Between 1799 and 1805 he was Deputy Governor of the Hudson Bay Company. He lived at Baldwins, Kent and in 1782 purchased the Ranger's House, Blackheath.
Hulse owned three paintings by Wilson:
P64A A View of the Tiber with Rome in the Distance, Yale Center for British Art, New Haven;
P138C The West Belvedere at Hadrian's Villa, Gloucester City Museum and Art Gallery, and probably
P118B Lake Albano, The Provost and Fellows of Eton College.
